What the notice asks
The notice that appears in the bottom right on your first visit offers two categories.
Essential
What the site cannot be offered without. That is the record of your own choice, and the audience measurement that tells this project whether any of these pages are being read. This category is presented as required because there is no version of this deployment that runs without it; if that is not acceptable, declining is still possible — choose Essential only, which stores your choice and nothing else, or block the analytics domain outright, and the entire site continues to work.
Miscellaneous
This category is currently empty, and we would rather say so than imply otherwise. It is reserved for optional extras that improve the experience without being necessary to it — load-time tuning and remembered interface preferences are the two that would go here. Nothing uses it today. Accepting it changes nothing about your visit right now; it is offered so that the choice already exists if something ever does fill it, rather than a new notice appearing one day out of nowhere.

The analytics entries are set only after you accept. Until then the measurement library is loaded in a state that forbids it from writing anything, and if you decline it stays that way permanently. There is no third row hiding behind these two — no advertising cookie, no third-party identifier, nothing shared with anyone else.
Changing your mind
The Cookie preferences link in the footer of every page reopens the notice with your current answer selected. Changing it takes effect immediately, without a reload. Clearing this site’s data in your browser erases both your choice and anything analytics had stored, and the notice returns on your next visit.
Doing it yourself instead
Every browser can block or delete cookies for a single site, and any content blocker can block the analytics domain. Neither breaks anything here: this site is rendered by the server, works with scripting turned off entirely, and every page and every file remains available. Nothing on this site is gated behind accepting anything.
